An officer gets experience for winning battles or for being the Mayor of a city. Once the officer has sufficient experience, you can upgrade the officer.
An upgraded officer will get potential points, which can be allocated to the Politics, Military, or Knowledge attribute.

You can also purchase munitions with Diamonds to increase an officer’s experience points. Click the Officer button, select an officer, and click the Gain button at the right of Experience to use the different munitions.
