When an attacking player wins a Seize battle, the Morale of the defending city is reduced by 3 and Complaints increases by 3. When the Morale of the defending city is reduced to 0, and the attacking player is not at his maximum number of cities, the attacking player is able to seize the target city.

The buildings in the seized city which are under level 10 will downgrade, while the buildings which are level 10 or above will not downgrade.
