A player whose military rank is at least PFC (Private First Class) is qualified to establish an additional city. A PFC player can seize a Plain or a Coastal Plain, send troops with more than 10,000 Gold and each resources to the seized Plain, then click the Possession button to view it, and click Establish City.

The number of cities established by a player is limited by the player’s military rank.
