Transportation is used to transfer resources. You can transport resources only to cities of yours or of members within the Union. An officer is not necessary for troops in charge of transportation, and they automatically return after delivering their resources.

Dispatch is used to send officers or troops. You can send an officer or troops only to cities and Fields of yours or of members within the Union. An officer is not necessary for troops dispatched to cities of Union members. In other cases, you need to send an officer to lead the troops. Dispatched troops will garrison at the destination site.
