When the amount of food consumed by troops inside cities or in outside Fields is higher than city’s food output, then current food output will turn to negative. Furthermore, troops will run away if city food reserve becomes zero. Food crisis can be solved by planting more Farms, seizing Fields with food output bonuses, upgrading the Mayor’s Politics attribute, using Munitions, calling back Field troops, transferring city troops to other cities, or dismissing armies.
