Alliance Management

A member of the Alliance can send mails to all fellow Alliance members. Alliance members can transfer resources between each other. They can station troops in any ally's city with a Communications Center. Alliance Leader and Chief can appoint roles to members. They can kick players out of the Alliance as well.
