New Cities

There are some requisitions before you can found a new city: 1. Your Rank allows you to found more cities; 2. You have occupied a Plain tile or a Coastal Plain tile in the world map; 3. You have stored 10,000 units of each resource on that tile. Then, you can found a new city on that tile.
